Access to high-quality, climate-resilient, and locally appropriate cotton seeds is a critical determinant of farm productivity, resilience, and sustainability outcomes. In Pakistan, the cotton seed system is characterized by a complex mix of public and private breeding institutions, seed companies, informal seed multipliers, and farmer-managed seed systems. However, comprehensive, up-to-date mapping of seed varieties, seed multiplication pathways, quality assurance mechanisms, and distribution channels remain limited.


This consultancy aims to generate an evidence-based overview of Pakistan’s cotton seed ecosystem to inform programme strategy, farmer support interventions, partnerships with seed actors, and policy engagement. The work will support improved access to suitable seed varieties, strengthen seed system governance, and enhance resilience and productivity outcomes for cotton farmers.
